Should science, and scientists, be held to account? If so, what are the principles and/or institutions to which scholars and scientists, qua scholars and scientists, are accountable?

The task of identifying norms of accountability, if any, that pertain to science as a specific human endeavor and to the scientists engaging in it, is extremely demanding and rarely undertaken in any detail. Such norms would inevitably be both “intra-scientific” (inherent in the scientific enterprise itself) and “extra-scientific” (pertaining to the interrelationships between the scientific enterprise and the environment in which it is undertaken).
